Don't stop next time. They could have been imposters wiaitng to rob you, accost you, hurt you and do you some physical harm in the manner of banditos.

That is the way things are done in the USA. The police must present themselves as servants in the public interest to stop a legal citizen with sufficient cause, or they risk being shot themselves....in slef defense of course.

Totally legal. The cops can wave you down, flag you down, or whatever else they need to do to get your attention, cooperation and compliance. You're lucky they didnt shoot you.
