accessing blocked websites in xp home?

one time i found a list of all the websites or cookies that had been blocked on my pc xp sp2, im not talking about the add or remove websites part but the part that showed all of the blocked ones any help to find this again would be appreciated thank you

In Internet Explorer > Tools > Internet Options, TAB through the screens until you see "Restricted Sites". Then, double-click the Icon to see the list and modify as needed.
