You might start by learning to speak German. That would multiply your options.
As far as meeting and greeting, the best way is to simply say hello, I would like to talk with you. That gives them the option of talking back, or telling you to buzz off, or just leaving. If you don't make the advance, you've already accepted the rejection. If you make the advance, you increase your options. Take a chance. You really have nothing to lose.

A girl in a bar is not the best way to get a relationship going. If you want a real relationship it takes time and it will work, but if you want a fling because you are away from home, maybe you know its not quite right and that is why you can't talk.

'" Hi my name is..........."
"How are you ?"
"What's your name?"
"Do you have a favorite drink?"
Note: Talk about HER not you!! She will ask when she is interested. Be Honest DON'T BS, women could sense that the second you do it.
