I'd say apical. Here's why:
"Also, the junctional epithelium tapers from its coronal end, which may be 10 to 29 cells wide to one or two cells at its apical termination, located at the cementoenamel junction in healthy tissue."
Obviously the thinner width at the apical third is going to be a huge factor.

THIS QUESTION DEPENDS ON WHICH END OF THE TOOTH YOU MEAN. IF BY PERMEABLE YOU MEAN FROM THE OUTSIDE, OR THE MOUTH, THEN IT'S CORONAL. IF YOU MEAN FROM THE BLOODSTREAM, THEN IT WOULD BE THE APICAL END, WHERE THE LAYER OF EPITHELIUM IS THINNEST.

You take me back about 30 years when I was a student. I think shoud be the coronal becase being more exposed to trauma mechanical chemical and from microbs of the plaque should loose vitality therefore less vital cells less desmosomes (sorry for my english), more permeable.
I think you should be a dentist! is it that my camarade?
