Actions are easily misinterpreted by others when they do not know all the facts behind the actions.

So, if someone, anyone, tries to explain their actions to you, it is because they believe that they could be misinterpreted in the absense of that information.

Like if you see your BF talking to an old GF, you might misinterpret his actions as wanting to get back together with her when all he is doing is saying, "Hello."

It means he feels there is a need for explaining his actions. He may be hiding something or feeling guilty. Another possible, but rare case would be he wants a more open communication system between the two of you.
