If i have 35mm pictures taken with color film can i later have them reprinted in B&W?

Thats not a problem as the photo paper being used is either special one for color prints or paper that only reproduces black and white images.

yes, of course! If you have a photo lab yourself, you can simply use photo chemicals for b&w prints. If you don't have a photo lab of your own, then bring the negs to a commercial photolab and let them do the job.

Or if you have a computer with scanner/printer attached, do scan the colored prints and let the computer convert it to "grayscale" and get a print out as such.

Yes you can. Just ask at the film counter and they should know how to mark it on the envelope.
