If the hospital is anyway publicly funded than "no" the ER can't refuse treatment. It is the patients responsibility to disclose any drugs such as this that may have been taken in order to receive proper treatment.

You need to ask the question so it is understandable. Do you mean can they refuse to treat someone on methamphetamine? If so, it really depends on who they are and how you arrived at the place where they are and why you want treatment and for what?
If you were brought in by ambulance they would treat you as they could. If you walked in to a hospital they may or may not refuse treatment depending on what you want treatment for, they aren't a drug rehab so, they can refer you to mental health who then may treat you or the police where they would make the decision to arrest or send you to treatment. Can you go to a treatment place and demand treatment, not really. They have channels you have to go through and they don't always have space for all the people that need their help. If you are a repeat treatment patient they may have decided to not waste any more resources on someone that goes out and does it again. So, it depends on the circumstances and where and when and who you are talking about.
