Usually 5-7. But that's not a good idea to test this. Sometimes they will pull you over at just a couple of miles over if they think you are doing something else illegal like drinking or smoking. You could have the radio too loud and it just irritates them.

If you read the California Vehicle Code, or the Vehicle Code for most states, the posted speed limit is never mentioned and has little meaning as it pertains to how fast you can safely drive your vehicle. CVC 22350. No person shall drive a vehicle upon a highway at a speed greater than is reasonable or prudent having due regard for weather, visibility, the traffic on, and the surface and width of, the highway, and in no event at a speed which endangers the safety of persons or property. So let's say you're on the freeway the posted speed limit is 70, traffic is moving along at 55 and you're doing 60. You could get cited for violation of CVC 22350. The maximum speed you can drive is determined by "conditions" and not by what is "posted". Ask a CHP what the "fudge factor" on speeding is the answer will always be the same...zero.

Usually 10%, but that's not worth the cost of the ticket. In some states you'll get busted if you're going even one or two miles over the posted limit. Those are the same states where a speeder can result in serious fines ($ 1,000 in some cases) and/or even jail time. It's not worth the hassle..

Depends on the state or the officer's mood that day. Some states have no tollerance, that means 1 mile per hour over and you get a ticket

A cop pull my buddy over, we were both in the Navy.
The cop told him,
"you know, 5 miles over, I wont even look at you, 10 miles over, if im not on a call, you gettin pulled over, but you were doing 17 miles over the speed limit"....lol
My buddy tried to sweat talk the officer with his accent,
jes, eye now......he got a ticket.....

In Kentucky you're usually safe at around ten over on the interstate, although I've had troopers pass me when I was going 15 over.

If they are interested in you or your car, one mph. However, if you are moving with the flow of traffic, even though everyone is going ten mph over the limit, you probably won't get pulled over as long as you are not drawing attention to yourself.
