White flat sheets can be made into curtains; you can find something black around the house for tie-backs. Use your imagination here. Maybe you can cut strips from an old piece of clothing. Buy inexpensive black or white paint and paint some of your favorite things like maybe an old chair or a piece of wood that could be turned into a shelf. Make it fun. The possibilities are endless. You don't say what kind of things, but one way is to purchase things from yard/garage sales. They don't have to be black or white because you can redo/repaint them. There are many things that you can get and change. Frames, wall boxes, furniture, etc.. can all be changed to suit your style, by getting the correct paint. Ask at your local paint store what types of paint you can use on the different textures (plastic, laminate, wood, veneer,etc...). Some items will need a sticky spray to help the paint adhere and others will just need some light sanding. Hope this helps.

Definitly hit the rummage sales, flea markets and estate sales..I find the best deals at these. As far as finding black and white maybe get paint for items that your do find that are unique...make sure to ask for the correct paint for your items...
Using your computer to find graphic pictures to print out and frame is inexpensive also and can be very exciting...any black and white pictures...the internet is a great thing.

Spray paint things you already have or go to Dollar General, Family Dollar or a thrift store and search for things keeping in mind that you can always paint it. If you go to a larger retailer, check the clearance items first.
Find inexpensive frames and paint them black. Use black and white photos or images found on-line.

Check out the salvatin army store and other second hand stores and yard sales. If you find something you like and it's not black or white get some spray paint and fix it.

Do you have Big Lots in your area? Otherwise, black and white photos matted in white in black frames look terrific. Check out dollar stores, thrift stores, yard sales, etc.
Another idea is fabric in black and white. Look on the "close-out" table at the fabric store. You can cover a wall in fabric using diluted liquid starch. It makes a dramatic effect, and is easily removed.

Check out the dollar store and the goodwill or salvation army. Tell your friends what you are doing. If you have something you like, you could get some black dye and make it black.

If you want your room to be all black and white, then I suggest to buy black and white paint, then paint what you already have, and if you buy other things, get what you like and looks good then paint them to what you want

I'm pretty broke too,and I go to second hand shops,you would not believe the things that people discard- GOOD THINGS!
SOMETIMES THEY HAVE NEVER BEEN USED AT ALL!
