for $100, you cant really beat the deal. however, you wont be happy with them, they wont sound good, and they wont be that loud. so there a good deal, for a pair of 12"s and a amp, but there is a reason there so cheap.

save your money, and buy 1 good 12" sub. it'll sound better, and probably be louder then both of those. here are some brands i recomend dude, but still get out of Best Buy and Circut City and shop around. the best stuff is beyond stores that sell vacume cleaners.

Boston Acoustics
Kenwood Excelon
Pioneer Premier
TC Sounds

Insignia, if memory serves me correctly, is bestbuys own little brand. They're not the worst things on the planet, but you get what you pay for. For $100 you really can't go wrong. Build yourself a nice box for the two 12's and away you go. Depending on how well you build the box it should sound ok. It's not gonna rattle the windows of the church 3 blocks away or anything, but that's not really necessary. When you start getting into powerful **** your car needs to be sound deadened to avoid rattling like a cheap pos anyway. Buy yourself some nice heavy duty amp wire to install it while you're at it and enjoy. Seems like a good deal for the money.
