tamil people can speak really good english.
To be a master in any language listen to the way it is spoken. English is spoken in different areas in different accents.
Do not worry about ur accent.
Improve your vocabulary. (refer the book word power made easy by norman lewis)
If you are a beginner and if the medium of instruction you studied at school was not English, then first thng is -- Do not feel inferior .
Feel Confident.
After all English is ony a language meant for communcation. Nothing wrong in not knowing it. Imagine how many English people know ur language.
also you can try learning through correspondence by enrolling yourself in various institutes which teach spoken english
(like vivekananda english training academy) .

Well about you speaking too soft, don't worry about what other people think. Some people just have lower voices then others and choose not to raise there voice. Maybe some days try to talk a bit louder than you usually do. Or maybe when your alone sing or talk about something and try to do it a little louder than usual. And the thing main thing you could do is practice speaking when your comfortable, or no one is around. Like right now, when you read peoples answers, read them out loud to yourself, or even whisper them. Just practice. And not everyone is perfect, I know a lot of people that make mistakes and we all speak english ^_^ No one is perfect, and you shouldn't believe that you need to be either. Public speaking is my weakness as well, but I just stand up, and do it. Just think, its only a few paragraphs, or a few words. It will be over, and that's it. You'll be done. The only way to speak confidently is not to care if you make mistakes. If you do, then remember it and try not to make the mistake again. Just laugh it off and continue. Your still alive right? No one hurt you, you just made a small mistake when speaking. If someone laughs, so what I bet they've made mistakes when talking before too. Good luck to you! And remember to practice! :]

I think a lot spoken english should be practised and also the correct pronunciation of the word spoken should be kept in mind before uttering them. Trying to practise and speak verbal english will also help. A sincere attempt is the key word for success.
