To water proof a wall,say, made of concrete you may use water proofing material which is abundantly available in the market. However, if you are asking about hydraulic cement, the one most commonly used, then Hydraulic cements are materials which set and harden after combining with water, as a result of chemical reactions with the mixing water and, after hardening, retain strength and stability even under water. The key requirement for this is that the hydrates formed on immediate reaction with water are essentially insoluble in water.

Use UGL Drylock masonary waterproofer, It works great and is a snap to apply. I did my entire basement and the block foudation of my garage, now they are dry and no water gets in.
