I'm buying a few old bikes with rusted chains, and flat or busted tires. How much does it cost for replacement chains and tires?

If you are doing the work yourself, it's quite cheap. Some rust on a chain will not render it unserviceable; if you coat it with a bit of oil, wire-brush it, and then wipe it down, you may conclude that it is still usable. For numbers, go to a department or sporting goods store.

The value of the bikes is the biggest concern here, unless you can get parts at wholesale. At retail, 2 tires, 2 tubes, and a chain will cost about $55.00 or so. Compare that to a brand new low end mountain bike at $99.00 where all the parts are new.

If you got mt. bike rigs with 8 speed drivetrains---check www.blueskycycling.com --they have chains as low as $16.98 by Shimano & SRAM---add the Rock n Roll Extreme Chain Lube ( 4 oz. - $3.98! or 16 oz. -$16.49! ). Their 5 Pack Bike tubes are only $ 11.98. I also suggest you check Bob's Bicycles---they sell tubes at $2 each & for 5 tubes it hits only $9! ( www.bob's-bicycles.com - 1-800-554-2627)

Pretty cheap if you buy the materials yourself and install them on your own, but it's best to get the parts installed professionally to avoid damaging current parts on the bike or the ones you're trying to install.

That is of course unless you know what you're doing and have the proper tools.
