No, not ALL, but some.
Covering the face is not mandatory upon Muslim women, but dressing modestly is. Just covering the head, neck, arms, legs, and body curves is mandatory. Still, SOME Muslim women choose to cover their faces in public, but others don't.
And I think everyone should respect others' choices even if we personally disagree with them.
Oh, but, yes, some cultures do require for their women to do so. (I come from such a culture, but because I don't "have" to by God's Law, I don't do it, and no one dares to say anything to me :D! So, in my culture, practically every woman except me is "required" to cover her face in public. But it's just a man-made rule! Nothing to do with Islam.)

Cover is not a priority even though it is mandated. The priority is faith, knowledge of Islam and observance of Salat (prayers). If the woman is assimilating the teaching of Islam properly then she will continue of what to do and what not to do
The whole point, modesty is prescribed to protect women from molestation or simply, modesty is protection. Thus, the only purpose of the veil in Islam is protection
A culture of modesty is badly needed, modesty in dress, in speech, and in manners of both men and women. Otherwise, the grim statistics will grow even worse day after day and, unfortunately, women alone will be paying the price. Actually, we all suffer but as K. Gibran has said, "...for the person who receives the blows is not like the one who counts them." 84 .
Prophet Muhammed (PBUH) says, when a girl reaches puberty, she cannot show any part of her body except her face and hands; . , Islamically, a woman can uncover her face and hands, but if she lives in a country where they cover them, she would be in compliance with that tradition in that country.

Salam. The ban on muslim women individuals to placed on the face protecting in public isn't a babaric action hostile to women individuals and islamic faith because depending on the hadith, women individuals could hide their aurats jointly with their hair, neck and breast(33:fifty 9) yet their faces and hands could properly be seen by technique of others.Face protecting isn't obliged depending on the Qur'an and hadith.

It depends on the sect and the country laws. I believe Iran only requires a woman's hair to be covered.

MUSLIM* and no its a personal choice even though we are advised to do so many women don't. besides we are only suppose to cover our hair and dress modestly. Personally I don't because its there to take the attention away from you and if I wear it in my school I'll be the center of attention.

That depends on the country. Many parts in the Middle-East, they are forced to. In countries like India, their family members might force them, or give them a choice, depending on how strict they are. most parts of the world, it;s personal choice.
but, i've definetely seen women without burkas.

no, you are supposed to wear the Hijab, to cover your hair, and dress modestly,
024:030] Tell the believing men to lower their gaze (from looking at forbidden things), and protect their private parts (from illegal sexual acts). That is purer for them. Verily, God is All-Acquainted with what they do.
[024:031] And tell the believing women to lower their gaze (from looking at forbidden things), and protect their private parts (from illegal sexual acts) and not to show off their adornment except that which is apparent , and to draw their veils all over their bodies, necks and bosoms) and not to reveal their adornment except to their husbands, or their fathers, or their husband's fathers, or their sons, or their husband's sons, or their brothers or their brother's sons, or their sister's sons, or their (Muslim) women (i.e. their sisters in Islâm), or the (female) slaves whom their right hands possess, or old male servants who lack vigour, or small children who have no sense of feminine sex. And let them not stamp their feet so as to reveal what they hide of their adornment. And all of you beg God to forgive you all, O believers, that you may be successful.
Those are the verses explaining it
