State law prohibits the conduct of any game of chance in which a prize may be awarded and consideration is required. However, to be in violation of this state statute, your raffle/casino night/game of chance must have all three elements - a prize, chance, and consideration (the payment by a person of money or anything of value to participate).
Therefore, to have a legal activity/fundraiser, your group must not require that a person make a donation or contribution to your cause in order to participate. That is, all contributions must be strictly voluntary.
