This is easy and you can do it with things you already have in your house.
Mix about a tablespoon of suger in some honey to make a paste. Apply to your lips and scrub the dead skin off. Then rinse, and leave a bit of plain honey on them for a while. (honey is a natural anti-inflammatory and antiseptic) Try not to lick the honey off (believe me it is harder than you think to not try to get a taste of the honey). Then, rinse the honey off and apply chapstick.
I have tried it, and if your lips are chapped the honey on them feels great.

try using a chapstick with spf in it and alternate it with blistex or carmex... sometimes carmex and blistex can have a harsh affect on the sensitive skin of your lips. but if you alternate the 2 or 3 then it will help give u better results. also having the spf in there will make a huge difference summer fall winter spring use spf year round on your lips.

I have the perfect solution for you . Neosporin just came out with a lip balm . It works great !!!! Go get it and then let me know if it works !!! I have chapped dry lips all the time and none of those ever worked . I can only use this or Dr.Pepper bonnie belle chap stick . this stuff is 100 times better then that .

First gently remove the peeling skin. Mix sugar and milk to make a paste. Use this as a gentle scrub and scrub your lips with it using a gentle, circular motion. Rinse with warm water.
Treat chapped lips with calendula (made from petals of the ornamental "pot marigold" flower). Calendula is available in tinctures, oil, lotions and creams, look for products with at least 10 percent extract of Calendula officinalis. A gentle, effective remedy is to wash the skin of your lips with a diluted solution of tincture. You can also apply ready-to-use calendula skin products or oil directly on your lips. Calendula can safely be used for skin irritations, chapped/cracked lips, rashes (including diaper rash), eczema, acne and minor burns.
Keep your body hydrated by drinking plenty of fluids. Avoid or minimize caffeinated beverages like coffee, tea and soda because they are too dehydrating. You should also stay away from dehydrating beverages like beer, cocktails or wine.
And perhaps most important... keep a humidifier or two in your home during the winter months when you use artificial heat. First and foremost, keep a humidifier in the room where you sleep. Any other rooms where you can use one would be beneficial, but be sure there is one in your bedroom.
To sum up... gently scrub lips with the milk and sugar paste, apply calendula (found at your local health food store), and help to prevent chapped lips in the first place by using a humidifier where you sleep, and drinking plenty of healthy fluids.

"People usually grab the lip balm when their lips are chapped. This won't help heal chapped lips and should be used to PREVENT chapped lips. If your lips are chapped and you want to speed up the healing, apply a thin layer of 1% over-the counter hydrocortisone ointment on your lips, followed by a very thin layer of Vaseline. Once your chapped lips heal, use an unflavored lip balm that has an SPF of 15 to protect the lips and prevent chapping."

whatever product you use, you need to use it more often. also, when people have really chapped lips despite using a lip balm, it could be because they are licking their lips a lot. sometimes people don't even realize it. if you lick your lips a lot, you will remove whatever product you are putting on, plus make your lips a lot worse, so be careful of that. also, try drinking a couple of big glasses of water, because excessively dry lips are a hallmark of dehydration.

i read in a magazine once that you can use a clean wet toothbrush to gently scrub off the dead skin on your lips
