I"ve never heard of this technique, but as long as you use high quality washable paper, I don't know why it wouldn't work. If I were you I would steer clear of a too busy or colorful a pattern and stick to more of a marble or wood grained look. Hope your project turns out beautiful.

My first instinct is that it might look tacky and I wonder about staining if you spill something on it. I would buy a cloth table top runner to hide the flaws. If you spill something on it you just take it off and wash it. Also, the runner you choose could be a great compliment to your decor. Many people, myself included, use runners on brand new, flaw free tables simply to give the room a warm and cozy feel.

It might not be tacky looking, but it might be hard to clean unless you put a piece of glass over it.

I've seen table tops decoupaged and they are beautiful (sell for a pretty penny also). There is ALOT of time instilled in decoupaging.
Just be sure you seal it with a non yellowing sealer....MinWax Polycrylic is a good one.

I think it all depends on what paper you choose. I would suggest putting a good coat of modge podge or vanish to protect it if you plan on putting any drink glasses, or it being exposed to liquid in any way.
