I have just a few thoughts, first, don't be afraid to talk, communication is key in any relationship, being a younger guy myself, I can assure you that most guys would be flattered that you want to get to know them better. I know it's hard to start talking, but you'll never regret it, being able to talk to a guy will help you your entire life. The second thing I would like to mention is that many guys do still like to follow a traditional, set pattern that they can expect. For example, I would not like to be asked to do something by a girl before I had ever asked them, once I got to know them that would be fine, but I want to make the first "move". Not to be confused with talking though, if you want to be asked to do something, and are not sure why he hasn't yet, the fella may be a bit afraid, and if you talk about it you'll either learn this and get to go on your date, or perhaps learn that he's not interested and thus not waste your valuable time. Either way, you come out ahead, and although it's always hard to swallow a no, if it comes you don't have to go through the wondering and worrying, which is significantly worse.

You can ask him out. It's okay for girls to ask out boys in the 21st century.
