I bet a water pik dental appliance on a low setting would work great. Just soap up the belly button and use the pik to rinse it out. Clean as a whistle.

You can wash it in the shower or bath the same way as you wash the rest of your body. If it feels icky or is bothering you, take a Q-tip and dip it in hydrogen peroxide or alcohol. Then, rub it gently along the skin of your belly button and wipe dry.
