I think that you should make sure you take very good care of the dog you have now. That way she knows you can handle at least one dog. After that you should make sure that you know what kind of dog would work well in your environment. And with the dog you have now.

Two dogs are double trouble. I have two and it is like I have kids. They are my world and I love them more than anything, but it sounds like you must be young and I am sure that you are not home all day every day and so your mom is left to tend after the dog. That really wouldn't be fair for her to watch two of them.

If you really want another dog, its best to show your mom your responsible enough to get another one. You know, work up some brownie points first, and then work up the question gradually.
