No, the Bible categorically teaches that the world is evil, darkened, and does not know him or follow him but in fact rejects him. He is willing to forgive people if they would only have an ounce of faith and follow him!
Anyone who chooses to be a friend of the world becomes an enemy of God. -James 4:4

Accepting, no. Understanding? Depends on what you mean by that. I believe that "Or is he firm uncaring being who goes by the BOOK (bible/Koran) exactly???" is somewhat more accurate. But he's not "uncaring". He cares, but if you don't accept his gift of forgiveness, then you reject God, and so why should you enter into heaven?

Er, according to the Qu'ran, even Christians and Jews will be accepted by God, because we only have three requirement:
1. Believe in the one God,
2. Deeds over sins,
3. Believe in the afterlife.
So technicly, you can be of any religion and have these three, God will accept you.
Edit: Simply because Islam teaches order, Islam is more or less "better safe than sorry"
For example, why alcohol and pork is forbidden in Islam? Well I have all the medical reasons and what they can do to your health.

He is most Just of Judges, the All-Knowing, All-Seeing, The Witness, The Aware, The Pardoner
Do good deeds for the sake of pleasing God, and always seek his forgiveness.
Know that Muhammad was the last and final messenger, and that Jesus Son of Mary was also a messenger, and that he was NOT killed, but saved by God and that he will descend again to fight the anti-Christ.
Have good intentions for all your deeds, and ask him to guide you to the straight path that will please him sincerely and then see what happens.
Peace Be With You

sorry, but God doesn't go by the Quran/Koran. Thing is, if you're not living in God, you're living in sin, and God and sin cannot reside together. So if you're in sin, He and you can't be near eachother.
and God is one with His word, the Bible (written)/Jesus (Living). So if He's one with His word, would He stick with His word? God isn't a liar and He doesn't change, so naturally, He goes by what He says...

God understands and He really wants to accept us. If we really love Him, no matter what our descendants have taught us. We will seek Him out and ask Him for the perfect understanding of what He wants for us. Let God raise you out of your box of limitations. Flesh will drag you down, spirit sets you free.
