like the other guy said, its the condition where the signal is removed by your device is still in the ON state. A function of a latching current is lets say you have a bunch of pulses going though at a really short time. there is a great possibility that your device will turn off when it should be on if the gate signal is removed to quikly

If you are refering to an SCR or TRIAC, it is the minimum current required to keep the device in conduction.
