I have had white bloches all over my right arm like someone went over them with a colord pencil I have no clue what they are and how they got there what are they?!?!?

i had that a few years ago and in the summer, when i would get tan, the white spots would show up even more. they were more on the upper arm than on the lower arm. someone told me that it is the same thing as dandruff but that it is on your skin and to use selsun blue (the dandruff shampoo) as a body wash for a while and that they should disappear. sure enough, they did.

Sounds like vitiligo, which is simply uneven pigmentation. When you get a tan, the regions where there is less pigment or no pigment will not tan, and will look white in comparison to the surrounding skin. It is not serious, but looks unslightly. I don't know if this is actually what you have, so you should probably check with a dermatologist. It could be something else, entirely different.
