Not sure of the best technique, but I would definitely get your dog a humane trainer right away! (ALWAYS train WITH your dog; don't drop him off somewhere for training!) PetSmart offers training. You might want to start there.

It is SO important that you get this behavior in check right away because if you don't, your dog could easily become a future "bite case" and end up in quarantine at a pound and potentially even be put down! You can protect him, prevent that from happenning to him/her by getting humane training right away! :)

Start by letting him know you are the boss by changing your tone of voice and your demeanor--dogs are pack animals and if allowed they will always try to be the leader(boss). When training him to stop this never cal him by name--that means come on to him--have a stern word or noise like SSSSHHHH and take your hand and put some pressure on the spot between his chest and the top of his leg, saying No, No, SSSHHHH. Do you ever watch "The Dog Whisperer?". He is a dog behavioral specialist and really great with dogs and these are some of the tips or answers he gives. I have tried these on my dog and have seen a lot of positive results.

If you're serious, he needs ALOT of help. You should see an animal behaviorist, or else you will end up having to have him put down, or you'll be in court cause he hurts someone. Don't you do any obedience with him, have any control over how he acts? If he wasn't abused or anything, what is it that you did to encourage this behaviour??

My kinda does the same thing but he only growls and barks at them usually we use a muzzle on him also show the dog who is boss. The dog doesn't have to be abused when he was younger. It also depends on the breed.

You can either take him to a dog behavior/trainer specialist, or muzzle him. If he has mood swings it might be a health problem and a vet might help.

call the dog whisperer. his name is Caesar Milan. He is awesome, you can find him on the National Geographic channel's website, i watch his show all the time, he can rehabilitate ANY dog.
