Singapore and Taiwan are pretty similar if your holiday intentions are mostly shopping and dining out in major cities. However, if you wish to explore natural surroundings, Taiwan has a diverse range of mountain scenery, snow fields, marble cliffs, unique sea-side rock formations, etc. If culture is of more interest, there are lots of art, science, and historical museums in Taiwan.
Singapore for me was pretty much just for shopping and dining, which you could do in any city. Sentosa is the major tourist attraction in Singapore, but it has a theme-park sort of feeling.

Hi, where are you from? If you can speak Chinese, then both countries will be nice to travel to. Setback will be if you do not speak Chinese, you may find traveling in Taiwan a bit of a hassle.
As in all cities, in Taiwan, the usual places to go will be the city shopping in malls and night markets. You do find interesting items at good bargain prices. However the sights will be outside the cities and this is where you need to know some of the country background as to where to go. You can find idyllic countryside with its agricultural scenery unchanged even in this modern time. One thing good is that Taiwan has recently opened its east-west train/road link that reduces travel time much to the east coast. The east coast had been sort of isolated from the more urban west coast by the central mountain ranges and previous travel had to go around the mountains. With the new link, this reduces very significantly travel time and much of the beautiful east is now open to travelers.
So if you like exploring, Taiwan will be good for this, north to south, and east to west. The popular Sun Moon Lake district is quite a draw with its scenic views and aboriginal lifestyle. Food varies from county to county so if you are adventurous in your eats, you can try different local tastes as you travel.
Singapore will be good for a few days stay and used as springboard to other nearby places like Bali in Indonesia, Thailand, Malaysia. These places have their own charms, and being more westernised, language will be a breeze. Well, except maybe Thailand. So if you plan on Singapore, you will need to plan on heading other places too as you will take in all of Singapore sights in 3-4 days.

For Singapore:
Pros: safe country, good transportation, good shopping and good food
Cons: A small island, can easily be explored in 3 to 4 days time, if compared to taiwan the food and other clothing can be more expensive than taiwan
For Taiwan:
Pros: good food and shopping, large country, lots of beautiful scenery
Cons: transport is not too good compared to Singapore
