No one should be scared of going to jail unless they've done something wrong.
If you, as her friend, feel for certain that maybe her very life is in danger, you could make a call to the police...just to get it on record in case he were to do something crazy.
If she has indeed been assaulted, she could press charges and have him arrested right away...and then get a restraining order against this guy.
We're seeing way too much violence and killing on the news about crazy, jealous boyfriends who lose it and end up with a murder charge.

Why would she be afraid of being arrested for reporting the assault? Did she injure him while defending herself?
If he was also injured, then the police will try to determine who was likely the primary aggressor. This can be done in a number of ways.
Without proof of the assault, it could well be his word against hers.
As was suggested previously, she might consider seeking a restraining order against him. If she does, then she needs to steel herself to NOT deal with him again. That means, once she gets the order she is not to invite him over for lunch, go out on a date, meet at a friend's, etc. If she does, yes, he can likely be arrested, but the court will likely drop the order and the police will find her to be an unreliable witness in the future.

tell her to not get high for a real long time. when reality closes in you have to put your mind back to work. bad karma builds up and no-one will defend you. if the police are called they will show up, don't be scared but cannot act on terrible stories, only what they see I would guess. the choker knows all about this. you have to establish propriety eventually.

no the police cannot touch her unless she assulted him she needs to file a police report and sign a warrant out for his arrest and then take the police report to a judge and get a order of protection from him

she needs to get a restraining order. THEN when comes near her again she can call the cops and he'll be arrested. did she hit him, or defend herself. that's what they're going to ask. as of now you need to get her to some counseling! quick! good luck!

what has she done to be arrested for, if she has drugs in her home she could got o jail, if she robbed stores or something,
