we became best buddies earlier this year. he told me his gf has flew to US and they lost contact. He frequently text msgs me and lately he tells me that he likes another girl and he likes to be with the girl all the time. at the same time, he still misses his ex.
i dont know whether he likes me or not but there are tell tale signs. he always talks to me, make me and my friend laugh all the time, never fails to sit beside me during class, he tells me about his personal problems, text msgs me and lately, he apologize to me for being a jerk and he is happy when i forgave him. what do you think?

It sounds like he sees you as a friend, not a potential romantic partner. He is telling you about his girl that left and the one he is interested in...that's not boding too well for his interest in you, sorry.

he likes you, but he needs to make up his mind.
it seems like he's confused. you should straighten it up with him so that in turn, you won't be confused. being best buddies can lead to falling for each other because you're getting to know the other person well. bring up the misunderstanding in a casual way and try to clear it up. whatever the result is, would be up to you to work on. he can either like you or just likes you as friend.
be smart and dont expect too much.
