DO I need to drill a hole to be able to reinstall these bolts? If NOT how is it done?

No studs. Just metric capscrews that are about 15/16" long and the ditance from the pulley face to the frame is 1 inch. Now do you see why I am asking about drilling the hole? Hands won't fit. Box end ratchet took them out with 1/2" to spare between wrench and frame. Impossible to get them started again. When the wrench is turned clockwise it is fine, but no resistance on the wrench backs it out with every other turn. 1" does not allow for an air ratchet of even 1/4". So, no studs, no space, now what?

they are very tricky. if you havent taken the engine mount off yet do so , if you have jack the engine up as far as it can go. get rid of any crap in the way and with one bolt in your hand as you put the pulleys on slide the bolt in if this works for u do the rest and tighten with a spanner. these bolts are soppose to be 10mm. when the belts are back on tighten bolts firm.

Uhhh.......no.

Did it come with double threaded studs and nuts?
One end of the stud threads into the pulley on the pump (short threads) and the long threaded portion should poke thru the belt pulley and nuts go on the end of them.

Or, perhaps you should have kept your old studs from the old water pump.
