I own an elliptical and from what I read in the manual it depends how you use it. There are different kinds but mine says based on your heart rate it should tell you if your in the level for burning fat or building muscle. Depending how you do it you may get a bit of both. Muscle weights more then fat. Building muscle will help tone and give your thighs structure.

It will mostly slim down your thighs because it is a cardio activity, but you can also build some muscle.

Your heart rate is not what decides whether or not you build muscle. The amount of resistance does. More resistance to the point that you fatigue your legs and glutes will build muscle.
