It's supposed to be the size of about an acorn, but should be inverted, not popping out. She's been licking it, and recently, I took her to the dog park, and all the dogs were licking her (cause that's what the males do). She is fixed since I got her...help!

Do you have a copy of the spay certificate or if you got her from a shelter or rescue get hold of them and have them check which vet did the spay.
She could very well be spayed but the vet somehow did not remove all the ovarian tissue which will still cause her to still go thru heat cycles including some bleeding the only thing she will not get pregnant but all the males will still want to mate with her while she is in heat. The only solution is for her to go back into surgery and have the vet look inside for the piece of ovarian tissue that got left behind during the first spay.
If you can find the original vet that did the spay than they may redo at their expense otherwise you would basically have to pay for a second spay.
Other possible situations that could simulate a heat cycle could be a vaginal or bladder infection, so your veterinarian will need to examine your pet to be sure.

A puppy should be fixed before the first time they go into heat which would be before 4 months old. If they go into heat before they are fixed the attitude will stay with them but because they are fixed they cant get pregnant or such. She could have been in heat before you got her and before she was fixed. But you might also want to call the vet as well just to be on the safe side. I have a 2 year old Pit/lab that was fixed to early and he poor guy squats like a female dog.

If she is swollen and larger than normal are you positive she has been spayed?
It sounds like the starting symptoms of her comming into heat.
Did you have the vet spay her after you got her or did you get a certificate showing that she had been spayed?
If not have you vet look at her you may need to have her spayed.
Other than that she also could have some sort of infection and that could cause swelling and make her lick herself.
