Necking means kissing from the neck up. Lips, neck, ears etc.
Petting means to feel the other person up either outside the clothes or inside.

mecking is "neck up", petting is "petting" neck down and
whatever comes between. Seeing as you needed to ask,
strongly suggest you stick with the necking at most for awhile.
