It's all in the pronunciation. "Dominican" from the Dominican Republic is stressed on the first "i". The name of the island of Dominica has its stress on the second "i" and therefore the name of a person from that island has its stress on the second "i" and it sounds quite different when said aloud.

Both people from the Dominican Republic and from Dominica are called Dominican. But I think you will find more people from the Dominican Republic than from Dominica in the US.
Dominica should be pronounced /do-mee-'nee-ka/
