I would wait for at least one more round. That goes for walking around the neighborhood, too. Your dog doesn't have to come in contact with another dog to get parvo. Parvo virus can live in the dirt.
Vaccinations take time to stimulate the body and build immunity. If she just had her second round, it's not fully effective, yet. By the third round, her first and second rounds will have had time to work.

One of the posted rules at the dog park that I take my dog to is that dogs must be at least 4 months old. I've seen them there a lot younger though. It's best to wait for the third round if she is still under 4 months. But it is up to you if you want to take the risk. Personally I used to only get two rounds of vaccines for previous dogs I have had and they never had a problem. It's only with this newest dog that I've been told to get 4 rounds. I don't know if this is something new or if it is because I have a different vetrinarian now.

Personally, I don't like dog parks at all. You are better off to just walk her thru the neighborhood on a leash. Get one of the retractable leashes so that she can walk farther away, but yet you have control.
Dog parks tend to have a lot of people that don't follow the rules and bring in unhealthy dogs and dogs that are not friendly. Even if your dog is friendly, there is a possibility that she will run into a dog that is not so friendly and get hurt.
Please do the safe thing and keep your dog out of the dog park.
With my dog I bought a 2 long tie-out chains and put them together which made it long enough to play fetch in the yard. If you have a larger dog, then get more tie-outs.

Ask Vet that question. There are shots that Kennels require before it is safe for dogs to be around each other. Another thought...I took my dog to dog park 4 times...first 3 were OK because the she and the dogs did not have any aggression (pack) issues. The last time, a dog snapped at her and she now is traumatized every time she sees another dog. By traumatized I mean she is not aggressive towards them. Aggression is really a sign of fear...

I wouldn't take her to a dog park yet. There are to many unvaccinated dogs there. Instead take her on some longs walks or runs. Maybe play tug with her at home. Plus you get some excercise too!

Until she gets her rabies and parvo stay away from the dog parks.
You can take her for walks around your neighborhood. Just keep her away from a crowd of dogs.

I don't see why not, especially if you watch her carefully and make sure she's not aggressive enough to get involved in a fight (saliva from infected dogs in open wounds would be a problem). She should be okay as long as she's just playing with other dogs.
