Guys who are shy usually would just hang around you. They're too shy to start a conversation so you have to start one yourself. Here are some tips:
1. Try asking his name if you don't know it already
2. If you know his name, and you are having a conversation with other people, ask him his opinion.
3. If you aren't having a conversation, start one with him; ask him what he does, if you are in school what classes he takes, what movies he likes.
Just get it started slow. he'll get out of his "shyness" if you respond to him nicely.

The best tip I always give to a girl who wants a guy to ask her out is to make herself available. In college I had a chick who told me she wanted to learn to rollerblade. (I bladed to class everyday). She was real easy going in how she said it. It was a great way for her to give me an opportunity to ask her to get together sometime to skate.
You can do this with anything. Mention a movie you want to see and say that none of your friends want to see it. Hell, mention anything you want to do if only you could find someone to do it with. If the guy is realy shy he may miss the first chance you give him so you may have to give him a couple of tries. He may be home kicking himself later for missing the opportunity.
Being available like this is the best way to get asked out, you don't look desperate, and you can be shy and still do it yourself.
