Why does your dog need papers? Unless you are planning to breed or show your dog, which most people are not, they are not necessary. Your dog will still be a great pet without registration papers.
Go to www.petfinder.org and enter your zip code and specify Rottweiler in the search engine there. You'll find listings of dogs near you that need a home. Also, be sure to check your local animal shelters and dog pounds. The shelters in my area frequently have Rottweilers. They are purebred but the papers may not be available. Up to 25 % of shelter dogs are purebreds. Also, the average age of a shelter dog is 9 months old which is still a puppy. However, I'd encourage you to consider an older dog. Older dogs often come already houseboken and are out of the destructive puppy chewing stage.
