Each county determines its own numbering system; numerically, it is simply the order, chronogically and per year, that the complaint was filed with the clerk.

I am not sure but I think it is just a file system they use so that when some one needs to research the case they can just look it up by complaint number. To be sure your best bet is to ask someone who works in the illinois court system or try your county court clerks website
