This is said to somebody when their trousers are too short or are pulled up (similar to 'expecting a flood?'); probably derives from trousers that are too short being said to be at 'half mast', and a flag flying at half mast signifies the death of somebody.
For the persons who have not heard this expression before, this is used in the UK!

Never heard of that. If my trousers were too short people would always ask me if I was expecting a flood.

I always wondered what that saying meant too!
Found out, someones trying to make fun of me, implying i'm 'flying' my trouser legs at half mast in honour of amy dead cat. The same way flags are flown at half mast when someone important dies.
(round these parts people say 'is its causes you budgie's died?' instead of cat)! lol

I looked it up on Phrase Master and I am not convinced that it means the half mast, you are sad thing. If this is it, it has to be a UK saying that has not caught on around here. Where did you hear it and who said it?
