Deadly force (depending on Local) is authorized generally when a threat of serious bodily harm/death (instances that can cause paralysis or death to yourself or others).
You cannot shoot (or even draw) on a person fifty feet from other personal with a knife out. If the person is 10 feet from others however, that's another story.
The law leaves room for objective reasonableness, where, understanding that hindsight is 20/20, it is ineffective and unfair to judge officers by looking back now in a safe and warm environment in contrast to a dark alleyway and a suspect reaching in his pocket slyly for a wallet.
Each situation depends on various factors, but as a rule, don't draw/fire unless a genuine threat exists that can end your or other's lives.
Trust your instincts, don't fire on someone non-threatening, but if you believe to be in danger, don't be so afraid to not fire because you fear of judicial reviews, remember, you’re judged by a jury of peers, if you can have them identify with you, you’ll be okay.
Also, if you are in you're in your own house, feel free to draw at any time you feel in danger, that's your constitutional right.
If you are a officer (as you might have referenced in you addition to your question), it's probably a good idea to draw at a robbery (since it's likely the person robbing the store has a deadly weapon), but remember it's all situational, if you arrive on scene and you can subdue the subject without deadly weapons, you should put your weapon away.
If my senses are completely gone and you are no officer, you shouldn't draw (you bring danger to yourself and others), stay low and wait

The only time ANYONE needs to use a gun is if they are in imeninent danger!
Police will use a gun, for example, when someone is advancing on them and they will not stop when told to and it is believed they have a weapon; if a gun is pointed at them; if someone is in a vehicle trying to run them over; or the suspect poses a grave danger to other people.
Contrary to some popular beliefs police are not 'trigger happy'!

Deadly force is authorized in self-defense and defense of others lives. Those are the easiest times to justify shooting.

In Arizona you could use deadly force against any fleeing felon. Fortunately, Tennessee vs. Garner is federal case law that supercedes state law and dictates you can shoot a fleeing felon only if that felon poses an immediate threat to others.

I only know Arizona law but I remember a few of the other times lethal force was authorised. Arnsen of an occupied building, to prevent child molestation, and I think a few others. Most of the time you can only shoot in self defense or defense of others.

According to our city policy we could also discharge our firearms;
at a recognized firearms range for training,
to signal distress,
to end the misery of a suffering animal,

Those are all the times I can think of.

An officer can use force one step above the force of the threat. The use of deadly force is jusified when it is necessary to protect either an officers or victims life.

You can pull it for searches of suspects home, and times you beleive there could be a armed suspect.

But you can only fire you weapn to save the live of yourself or another person.
