You can buy the Matricular consular (don't know spelling) at many parks. They are really simple to get. To prove this point, two local talk show guys in LA bought theirs for about $20. Pictures were included!

P.S. It's not a crime to tell someone how they can do something, especially if it's public knowledge! It's only a crime to actually do it or assist them in doing so.
