its a very long process,just keep going upto the cage and talking to it,within time it will see your no harm and should respond to you,parrots remember everything and someone may have harmed it for it to react like this,within time you should be able to put your hand intothe cage and stroke it then get it out.this is going to take alot of time and patience.ive got an african grey loving, talker, friendly,even comes to the shop on the pushchair on a harness though so keep trying and you will get a friend for life.good luck.

Bird Talk Magazine has some good articles on taming a parrot that is afraid or has been abused. Check out their website and see if you can get more information, www.birdtalkmagazine.com
Sally Blanchard is also a really good source of information www.companionparrot.com I know she does phone consultations for I think $100. Money well spent if you are serious about working with your parrot and forming a lifelong bond.

all i want to add is to make sure you do not lose patience.
if you have recently aquired the parrot then it is in a strange place, with strange people.
it needs to know it is safe, patience and plenty of it
