I want to buy a digital camera, but I don't have the faintest idea of which is the best camera on the market, since I'm not a "Techie". Can anyone provide any help?

There is no "best" camera. You have to decide what you need, weigh certain factors like price, type (SLR, point and shoot, rangefinder, TLR etc.), portability, and many others. As you are asking this question, I am assuming you are a beginner photographer, but want good quality pictures without having to learn how to use a professional camera (whatever that means...)
In that case I suggest you either buy one of the "prosumer" point and shoot models, which are the top category in point and shoot, or if you have plans with photography, buy an entry level digital SLR. Go to www.dpreview.com, they have a lot of helpful and detailed reviews of all kinds of digital cameras.
