There is no "best" camera. You have to decide what you need, weigh certain factors like price, type (SLR, point and shoot, rangefinder, TLR etc.), portability, and many others. As you are asking this question, I am assuming you are a beginner photographer, but want good quality pictures without having to learn how to use a professional camera (whatever that means...)
In that case I suggest you either buy one of the "prosumer" point and shoot models, which are the top category in point and shoot, or if you have plans with photography, buy an entry level digital SLR. Go to www.dpreview.com, they have a lot of helpful and detailed reviews of all kinds of digital cameras.

A good guess might be in camera section. Consider brands such as Sony, Canon, Nikon, and Fugi. Look at Nov'06 Consumer Reports at your local library. There are compacts, sub compacts, advanced, super zoom models, and single lens reflexes. You will also find that SOME cameras having 4 megapixels can make a better image than SOME with 5 and 6 megapixels when enlarging 8X10. Some have image stabilizer, some are excellent on battery life. So whether its C Reports or say this Website dpreview you'll have to do some reading.

Get an SLR type camera, they are what professionals use for digital photography. It's hard to determine what's the best on the market. You really want what works best for you whether it's action, night, macro, landscape photos you want to take. The popular brands/models would be Canons EOS and the Nikon D series.
If you're looking for a much compact camera you should look into Canons and Samsungs.
