Apocalyptic language.
In my opinion, it should be interpreted figuratively.

I interprete it literally, but in a spiritual sense.
I think Zechariah really did see the Chariots, but I think that they were spiritual powers, not bound by the limits of the material (and flesh) world.
Because, in, Zechariah 6:7 that God sent them to patrol the earth, and If that was so, They were probably sent to fight evil spirits that are in and around the people. Because
Ephesians 6:12 says
"For we are not fighting against people made of flesh and blood, but against the evil rulers and authorities of the unseen world, against those mighty powers of darkness who rule this world, and against wicked spirits in the heavenly realms."
God's fight is with the Devil and his influence over people, not the people themselves (since He loves all the people). I have no doubt that the Lord would be angry at someone for turning from him and listening to the Devil, Just as A Loving Parent would be angry with their child for Smoking Pot, and the such.
But The Chariots were sent to patrol the earth, and that comforts me, because that means that the Lord has taken action to protect us from demons and their wicked, lieing tricks. And that He will Bring it to our attention when we chose to shun his wisdom, and open our ears to the devil.
So it is literally, Spiritual powers of good, seen by Zechariah, warriors against the devil and his minions on this earth.

Figuratively, much the same as the four horses mentioned in Rev 6.

Oh! That is truly amazing my friend and I did not understand it until just now. The black horse came to the north county. It's been fulfilled! I need to look into somethings now. We're closer than I thought. Open our hearts to Christ, let him lift our spirits in the protection of Our Father.
