you must have the wrong verse
John 13:5 says
After that he poureth water into a bason, and began to wash the disciples' feet, and to wipe them with the towel wherewith he was girded.

in verse 14 you get your answer why he did it
If I then, your Lord and Master, have washed your feet; ye also ought to wash one another's feet.
John 13:35 says:
By this all men will know that you are my disciples, if you love one another."
Jesus taught that everyone should love one another. He also said if you love me love one another.
If you love people and do anything to help them people will know you are a follower of Christ. If you don't love others how can you call yourself a Christian we are to love everyone no matter what.

Based upon the NIV version of John..... Jesus didn't say anything He just washed their feet. But later in the chapter vs 8 He said " Unless I wash you, you have no part in me." This simple action of servitude (washing feet was a servants job) was symbolic of what He would do for us on the cross. Just as He washed their feet, He cleansed our hearts by paying the ultimate sacrifice and dying in our place.

Jesus is not really saying anything here...he simply humbled himself as a servant and washed his disciples feet.
Read the entire passage from John 13:1-17 it is really self explanatory.

HE didn't say anything. John said: After that he poureth water into a bason and began washing his disciples' feet, and to wipe them with a towel wherewith he was girded. He said that cuz it was an important thing. Jesus washed his own followers' feet and that showed respect.

13:4,5 His garments: Jesus laid aside His outer garment, which would have impeded His movements
Towel: By putting on an apron, Christ looked took on the task of a slave in washing feet of His disciples. Though the disciples realized what Jesus was doing, none of them offered themselves for the task. Servant hood was not on their minds.Jesus loved them knowing all about them, including the worst one of them, Judas.
13:35 Unbelievers recognize Jesus' disciples by their deeds of love for one another.

Jesus was fully conscious of His God-given authority and His destiny. In washing the feet of His followers, Jesus performed an object lesson in humility and servanthood which He was about to explain to the Twelve.
