It's highly unlikely that would happen. It's more likely it would be an allergy to their soap, detergent, shampoo, toothpaste, make-up,lotions or even the clothing material they wear.
Some women have been known to be allergic to a protein in their partner's semen, but they don't suffer from itching or other allergic symptoms; it causes infertility.

I don't think you're allergic to the person. Probably their cologne or a certain clothing they have on.
On the other hand, another person can affect your health. For example, my pizza delivery man is making me fat.
They can also affect you sexually. Example, the girl at the burger king gives me a whopper.

It's either in your mind or the person has on something (lotion, cologne, etc.) that you are allergic to.
