and he proceeded to follow me and ream me pretty good, I tried to explain I couldn't see it and he was just plain rude. Does anyone know if cops can write you tickets if they're not in their patrol car and off duty? Thanks!

Can write you a ticket, yes.. Will they, most likely not.

You got chewed out instead of a $100 ticket. I would accept what I got and move on.

You may have accidentally ran the light. Thats why they call them accidents when people plow into another car, or worse-a kid crossing the street.

First how did he pull you over ?

And do you know he was a real off duty officer not someone just messing with you.

A police officer is a police officer 24 hours a day, and if thier department allows them to do write a ticket they can if thier state law allows a non marked car to work traffic.
They can in GA and TN within certain rules ( you will often see SUV with the lights on the sun visors during traffic stops in these areas.

But they could of course hold you for a on duty officer

If you were stopped at the light, how did you run it? Police officers can issue citations on duty and off. I know it's hard to see when the sun's in your eyes, but you should have been extra careful knowing that you couldn't see. If you received a ticket and don't think it's fair, you can go to court and try and fight it.

Count your blessings. It could have been a ticket or worse yet an accident and you'd have been at fault. If he doesnt have flashing lights, I wouldnt pull over. You can drive to the nearest State Police barracks and let him follow you there.

If you would have gotten a ticket and not caused an accident, you could have gone to court and say your story.

I'd say it could have been a lot worse outcome so consider yourself lucky and learn from it.

cops have a sworn duty to protect, At all times, you could save a persons life by getting your local news to spotlight the bad light. This sounds like a public safety issue for the city to fix.

Yes they can, even if off duty, because a commissiond police officer is never really "off duty" when he sees a crime, abeit a misdemeanor, or a felony.

Yes. And, your excuse is no excuse...if you can't see the traffic signal, it is your responsibility to slow down until you know for sure you can proceed.

If you can not see, you must slow and stop. You are lucky it is not something more serious.
The cop is doing his/her job.
