Douglas has a pet mouse named Cynthia. Cynthia has 16 baby mice a month for 7 years. Douglas comes up with a name for each baby mouse by using the next letter of the alphabet starting with the letter "D". Since every fourth baby mouse dies of hypothermia Douglas does not not the dead baby mice. What letter will begin the name of the next baby mouse born after 5½ years?

What does mean "Douglas does not not the dead baby mice"?
After the correction.
"Douglas does not name the dead mice."
That means that the deceased baby mouse has a name, but Douglas doesn't reveal who is.
If so, we can assume that all mice are named after the birth.
16*12*5.5= 1056
1056= 40*26 + 16
The letter will be the 17th after D. T is the answer.

so if the fourth mouse dies, Cynthia only has 12 babies a month. 12 mice x 12 months x 5.5 = 792 babies. There are 26 letters in the alphabet, starting from D which is the 4th letter. 792/26 = 30.46... So 26 letters x 30 = 780. 12 left so the next baby would be the 13th letter but starting from D so it would be Q!

If first mouse name started with a D then the 990th mouse's name would start with the second letter from the D which is the F. The riddle asks for the one after this one which makes the answer G.
