Yes, Paul was an apostle to the nations, directly chosen by Jesus. He was not one of the 12.
Romans 1:13 I am the Apostle to the Gentiles.
There were more apostles chosen then. Romans 16:7 Andronicus and Junias....
Many times Paul is called and apostle, but admitted he did not deserve it.
