Looks like a P-3AEW AWACs variant of the P-3 Orion.

It also looks like the US Homeland Security logo on the tail - NOT the Peruvian Air Force. This makes sense as the P-3AEW is usually used for customs/border interdiction.

It's not a Hawkeye - The Hawkeye has a split tail (Links attached)

It is a P3 radar plane. The military has several different models of radar planes. This particular one finds most of its use in border security actually.

Lockheed P-3 Orion. That one is fitted with "Airborne Early Warning" or AEW. http://images.search.yahoo.com/search/images?p=p-3+AEW&toggle=1&ei=UTF-8&fr=yfp-t-501&imgsz=large

They are used a lot for tracking submarines moving underwater. The U.S. just sold some to India.

It looks like an E2C Hawkeye the Navy uses, but since this plane belongs to Peru they probably have their own name for it. Here is a link that will explain what type of plane it is and what it is used for. The link you gave indicates they used theirs for weather detection. Similar to the same kind of place the US Air Force uses to go into the center of hurricanes. Hope this helps.
