I think it means the person spends an above average amount of time on Y!A, especially in Y!A R&S, which comically seems to have more TCs than all the other categories.
I say comically because there is less real information and facts in this category than any other (except the Politics category).

Hmm...I'm not sure, but it's got us thinking and that can't be bad. Maybe it's a psychologically crafty method to get people
to feel related and put more thought into their answers. I know that it's basically meaningless, but I like the idea that a little orange decoration would trigger a chain reaction. I'm curious as to where this is going.

I noticed it on my avatar a few days ago and haven't paid that much attention. Y! needed to do more "ads" letting people know about it and what it means, though I have seen it dealt with by "STAFF" people several times in questions like this one.

I find it to be a meaningless label.
It is also a way of drawing attention to people just because they spend a lot of time in this forum. It doesn't mean what they say is exceptionally insightful or even meaningful.
