Heat rash in the middle of winter on your face - I doubt it. Since your parents won't let you go to a Dr. - do you possibly have a free clinic around where you live that you could go to? Since there is so many reasons a rash can come up, and the fact that you have had yours for a long time, this really needs to be seen by a Dr. Maybe talk to your mom, and tell her rashes can also come up because of Internal problems - like Cancer (Hodgkins disease to be exact) I am not saying that is what you have, but when you have a rash for a long time, then something is up, and you need to get to the bottom of it.

It more than likely is not a heat rash. It could be Rosacea
What is rosacea?
This is what i found:
Rosacea is a skin disease that affects the middle third of the face, causing persistent redness over the areas of the face and nose that normally blush -- mainly the forehead, the chin and the lower half of the nose. The tiny blood vessels in these areas enlarge (dilate) and become more visible through the skin, appearing like tiny red lines (called telangiectasias). Pimples can occur in rosacea that resemble teenage acne. In fact, rosacea is frequently mistaken for acne and is also referred to as acne rosacea.
If your parents will not take you to the doctor, go to your local health department. They will help you.
It is treatable.

You might be able to use Aveeno colloidal oatment, sold at walgreens and other over the counter stores, it is great for rashes and prickly heat, I used to use it for diaper rash for my children when they were babies and for myself whenever I got heat rash in the summer time. If it doesnt help you will need to eventually go to the doctor for maybe some prescription ointment that is much stronger.

Are you sure this is a heat rash? I wouldn't make assumptions on this kind of facial rash- it could indicate other conditions. But in the old days we used to use cornstarch- dry- and it would clear it up. Another cheap and sometimes useful remedy used in the far east is potato water.....(use the water from the boiled potatoes) to wash with...

I agree with Julie. Are your cheeks pink?
Clean with seba-med or cetaphil.
Moisturize with something of very high quality, I recommend Environ gel moisturizer. It has the form of vitamin A that is safe for Roceasea.
Avoid the sun. Avoid eating sugar and drinking too much soda. Take MOREPA omega 3 supplements.
Good luck

Use a good moisturizer or I suggest you try using Zenmend Derma Lotion from Zenmed or Autopalm from Skinstore.com.
Zenmend has no side effects and it's non-irritant to the
skin. It's proven to works fast and it povides Maximum
results! It's certainly a good lotion to prevent further
outbreaks.
Another product that I think is effective is Autopalm. This
dry skin mlm is one of the best seller at skinstore.com now.
(Skinstore.com holds more than 10,000 skin care products) It's pretty effective, and worth the dollar paid out.
Here's are some good references:

It sounds more like psoriasis than a heat rash. Why on earth won't your parents let you see a doctor?
